Pavement Preservation Level 1: Asphalt Seal Coats Technician

The Pavement Preservation Level 1: Asphalt Seal Coats Technician Course is intended to assure competency in proper testing procedures and everyday field tasks. Individuals who complete this course will be certified to perform the corresponding duties for that type of technician on SCDOT projects. The participants are required to perform mathematical problems that occur while working as a pavement preservation level 1 technician. The learning experience is dependent on the level of prior experience and may differ between participants. However, the goal is the same: to establish a consistent understanding of inspection of asphalt seal coat applications. The instructors for the course are made up of knowledgeable industry consultants, academia, contractors and SCDOT representatives.

Course Outline:
Participants are required to attend a one-and-a-half (1 ½) day course and pass a written exam with a score of 80% or higher to become certified. The exam is open notes and open book. Topics covered include:

  • Pavement Preservation/Pavement Management Systems
  • Patching
  • Crack Treatment in Flexible Pavements
  • Chip Seals
  • Double Chip Seals
  • Cape Seals
  • Fog Seals
  • Ultra-Thin Lift HMA Overlay
  • SCDOT Specifications

Entry Requirements/What to Expect:

Required Prerequisites for All Participants:

  • Experience form signed by either a certified Pavement Preservation Level 1: Asphalt Seal Coats Technician, a certified HMA Level 3 QC Manager or a certified Asphalt Roadway Technician confirming:
    • EITHER 6 months of related experience in asphalt seal coat construction and testing
    • OR applicant is a certified Asphalt Roadway Technician

Suggested Prerequisites for All Participants:

  • Completion of TCCC/NHI online course FHWA-NHI-131132, "Chip Seal Best Practices" (www.nhi.fhwa.dot.gov)

Re-certification Requirements:
To become re-certified, the participant must attend a one-and-a-half (1 ½) day course and pass a written exam with a score of 80% or higher. 

Frequency of Re-certification:
The certification period is five years. It is the responsibility of the individual to keep track of his/her certification expiration date. The individual is also responsible for registering for the re-certification course, attending the re-certification course, and passing the written exam with a score of 80% or higher.
