In January 2021, Congress released the American Rescue Plan (ARP) Act through the Consolidated Appropriations which provided additional stimulus funding for institutions of higher education and their students. Due to this new legislation, TCTC is able to provide immediate assistance to individuals and families suffering economic hardships as a result of the COVID-19 pandemic. Colleges and universities are required to use ARP Act funds to provide grants to students for expenses related to the disruptions to their education due to COVID-19, including things like tuition, fees, course materials and technology, as well as food, housing, health care, and childcare.

The ARP Act anticipated funding was applied to eligible student accounts for the Fall 2021 term. The timing and quick action of TCTC employees, to be able to award these funds, shows the caring and responsive nature the college has in supporting its students and the community. We care about our students and the community’s current financial situation and are sensitive to their needs. The use of funds in this way will allow current students to continue their education and incoming students to attend when they otherwise would not be able to afford to continue their education. 

ELIGIBILITY

Tri-County Technical College received ARP Act funding, which will be dispersed immediately to eligible students. To be eligible for ARP Act grants, students must meet the following criteria:

  • Students must be enrolled at Tri-County Technical College during the 2021-2022 academic year.
  • Students must also complete a 2021-2022 Free Application for Federal Student Aid (FAFSA) and any other documents requested from TCTC.

Dual enrollment and transient students are not eligible for ARP Act grants.

If you are deemed eligible based on the above criteria, the following amount will be received based on the below groupings:

  • If you have demonstrated financial need and are a Federal Pell Grant recipient, you will receive a one-time ARP grant of $1,250 for Fall 2021 and Spring 2022*.
  • If you have demonstrated financial need and are not a Federal Pell Grant recipient, you will receive a one-time ARP grant of $1,000 for Fall 2021 and $825 for Spring 2022*.
  • If you do not have demonstrated financial need and have an EFC above 15,000 (the colleges 'in county, with parent' cost of attendance), you will receive a one-time ARP grant of $400 for Fall 2021 and $250 for Spring 2022*.

*As with all federal grants, grants and scholarships cannot exceed the term cost of attendance and therefore is subject to a reduction.

OTHER EMERGENCY ASSISTANCE FOR STUDENTS

If you are not eligible for ARP Act funds or have expenses that exceed what the ARP Act can provide, emergency student funds may be available through Tri-County Technical College. BUDGETING ASSISTANCE

Students who receive an ARP Act grant are encouraged to save the money to help pay for summer and fall expenses to remain on track academically. Public Disclosure and Reporting Requirements for ARP Act

Tri-County Technical College, in accordance with the U.S. Department of Education’s Certification and Agreement previously signed under the CARES Act, will award $7,101,764 of the funds received from the American Rescue Plan Act (ARP).

  1. Under section 2003(b)(1) of the ARP Act, the College received a total of $7,101,764 for Emergency Financial Aid Grants to students in ARP funding.
  2. As of December 15, 2021 the college has disbursed a total of $3,733,054.58 in Emergency Financial Aid Grants to students.
  3. As of March 15, 2022 the college has disbursed a total of $6,923,459.61 in Emergency Financial Aid Grants to students.
  4. As of June 30, 2022 the college has disbursed a total of $6,958,359.26 in Emergency Financial Aid Grants to students.
  5. As of September 30, 2022 we have awarded $7,020,785.26 in emergency financial aid grants to students.
  6. As of December 30, 2022 we have awarded $7,058,203.76 in emergency financial aid grants to students.
  7. As of March 31, 2023 we have awarded $7,101,764 in emergency financial aid grants to students.
  8. So far, 4907 students have been helped through the Emergency Financial Aid Grants from the ARP Act funding.

Public Disclosure and Reporting Requirements for CRRSA Act

Tri-County Technical College, in accordance with the U.S. Department of Education’s Certification and Agreement previously signed under the CARES Act, will award (at a minimum) $2,123,242 of the funds received from the Coronavirus Response and Relief Supplemental Appropriations Act (CRSSA Act).

  1. Under Section 18004(a)(1) of the CARES Act, the College received a total of $2,123,242 for Emergency Financial Aid Grants to Students in CRRSA funding.
  2. As of February 26, 2021, the college has disbursed a total of $2,373,192 in Emergency Financial Aid Grants to students under Section 18004(a)(1). The additional $249,950 was made possible through contributions from the institutional share.
  3. As of June 25, 2021, the college has disbursed a total of $2,957,320.55 in Emergency Financial Aid Grants to students under Section 18004(a)(1).  The additional $834,078.55 was made possible through contributions from the institutional share.
  4. An estimated 3,761 students are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act, which CRSSA Act follows the initial requirements.
  5. Students must have been enrolled at Tri-County Technical College in the Spring 2021 term and have completed a 2020-2021 Free Application for Federal Student Aid (FAFSA) with all requirements completed to confirm citizenship.

Instructions and guidance were sent to students on 1/22/2021 about the grant funding and the ability to consent to apply the funds to the Spring 2021 tuition and fees balance.

Public Disclosure and Reporting Requirements for CARES Act

Tri-County Technical College has signed and returned to the Education Department the Certification and Agreement assuring that we will used at least 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

  1. The College will receive a total of $2,123,242 for Emergency Financial Aid Grants to Students.
  2. As of May 14, 2020, the college as disbursed a total of $2,123,749.88 in Emergency Financial Aid Grants to students under Section 18004(a)(1).
  3. An estimated 3,500 students are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
  4. As of May 14, 2020, 2,443 students have received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act at Tri-County Technical College
  5. Students must have been enrolled at Tri-County Technical College on March 13, 2020 (the day the U.S. government declared a national emergency as a result of the COVID-19 outbreak, which was also the last day of class prior to the transition to online learning).  Students must also be Federal Title IV eligible by meeting the following requirements:
    • Completed a 2019-2020 Free Application for Federal Student Aid (FAFSA) with all requirements completed
    • Have a high school credential
    • Meet the Satisfactory Academic Progress requirements: GPA of 2.0 or higher; maintain a 67% or higher completion rate; complete your degree/diploma/certificate within 150% of the required program hours of study
    • Be enrolled in an eligible program of study

Instructions and guidance was provided to all students on Wednesday April 23 2020.

 

  • As of June 25th 2020 no additional disbursements, awards, or adjustments have been made since the above May 14th reported information.  All above listed spends are accurate and true.

  • As of November 6, 2020, there were six checks for a total of $5,250 returned/unclaimed for CARES Act funds awarded to students in May 2020. Multiple departments made attempts to contact the students to get the funding to them; however, the students did not respond. Seeing that due diligence has been performed, the funds have been awarded to students who currently have been identified to have need for food, housing, and other basic necessities due to the disruption caused by COVID. A total of $2,123,270.88 has been disbursed. All above listed spends are accurate and true.
